I am incredulous that a NY Grand Jury has decided not to press charges on this case. This didn't even need to be an arrest, let alone an illegal "choke hold" that murdered Eric Garner.

What I simply cannot understand is this: they found no pulse, and no breathing. No one at that moment knew why. Wouldn't a trained law officer know how to administer CPR or mouth to mouth resuscitation? Instead they gawled at him for a very long time, possibly critical precious moments that could have made a difference. Even if they felt the restraint was necessary, and regardless of the cause, wouldn't they have had a moral duty to attempt to save him??
Why just gawk, and take videos?
