Please give more information: Is this mostly a white cat? a picture, age, where he was lost, when?
Have you checked the shelters?
Best to do it every couple of days, and not just the stray cages. He may have been found sick, and put in the infirmary. Keep checking all the shelters, and all the cages, not just the stray ones. After a time, they get moved up to adoptions. Sometimes, it may be only a couple of weeks, or less depending on how full they are.
