    A Five Point Platform
    for Radical Change





    The following five-point program is presented as an Agenda for a North American Non-Partisan League for the Present. The People - the 99% - can work to support every citizens' candidate who will support this platform, and also work to defeat every candidate who will not support it :

    1. The Government of the People, for the People, and by the People, should issue sufficient non-interest bearing U.S. notes to purchase back the capital stock of the Federal Reserve Bank from its current private owners. In agreement with Article 1, Section 8, Clause 5, of the U.S. Constitution, henceforth the Government of the People should control its own credit and cease issuing interest-bearing notes, bonds, and securities. Pension-fund, and Ma and Pa and holders of U.S. Savings bonds should be paid off in full, but no bank or trust company holding securities against the U.S. Government debt shall be paid more than Seven Per Cent in full, on the bonded indebtedness of the face value of the U.S. Treasury Certificates they were holding, when the Debt-Repudiation finally takes place.

    2. The American People should move for immediate legislation to cancel All fictitious International "Debt" owed by any nation - including this nation - to the Prime Banks of the First World. And to Declare, Collectively, in chanting, resonant Unison, that the Year 2012 shall be, not only the Day of Reckoning: but also, the Year of Jubilee - for the release of all nations from the bondage of debt to the international commercial banks.

    3.
    Corporations that are of a local, and limited nature, are legitimate; but those which are found to be in violation of the Homestead Act of 1862, are not legitimate. Such Corporations - including the railroad, timber, and mining corporations, whose title to the vast lands of the West violated the 160 acre limit stipulated by the Homestead Act of 1862 - {as well as the charters of the Banks which were deemed "too big to fail" in 2008} should be disenfranchised, and their corporate charters Revoked... There is no Statute of Limitations on Fraud.

    Corporations, in the form of Kraals, of forty couples working, and owning the Land cooperatively, should be established by compatible people, to possess and occupy farms of one hundred and sixty acres. These should be set up everywhere in the arable Lands of the Interior. This Land Is Our Land; and Land - the Earth - should not be allowed to be owned by any Person, Family, or Corporation { including the so-called "Federal Government," a Delaware Corporation} who, or that, is not Present to Occupy it, in Person.

    4.
    Thus, the People must consider and address the issue of Land Reform, and Move, to Liberate the millions of acres that were fraudulently given to the Railroad corporations in violation of the Homestead Act of 1862, as well as the additional millions of acres that were swindled by the timber barons by fraud, - again, in violation of the Homestead Act of 1862 - which theft, is described in the book, Looters of the Public Domain, by Steven D. Puter.

    These lands should be made available for Homesteading to every American who wants a Homestead. A just and reasonable Portion is Four Acres per Couple. Furthermore, we should endeavor to provide Just Compensation - in land, not money - for lands stolen from all the tribes of Native Americans.

    5. The People must begin the painful process of learning how to live on the earth in a manner that does not destroy it. We must learn again the ancient rhythms of seed-time and of harvest. We must strive to create a sustainable civilization upon the earth, in the World-After-Oil. This last point is both a turning inward, and a return to ancestral patterns that existed before the invention of the internal combustion engine and the automobile. It is a point that can only be done by each and every individual him or herself. It is, nevertheless, highly political. UN-Agenda21 does not want us to live in rural areas. We, the People, however, must Insist that We Must. Thus, Monetary, & Land Reform, the Slogan being "Four Acres and a Tax-break" is the Genuine Arena of the Authentic Revolution, in the Present.

    The Homestead Act of 1862




    37th Congress Session II 1862

    Chapter LXXV. - An Act to secure Homesteads to actual Settlers on the Public Domain.


    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

    That any person who is the head of a family, or who has arrived at the age of twenty-one years,and is a citizen of the United States, or who shall have filed his declaration of intention to become such, as required by the naturalization laws of the United States, and who has never borne arms against the United States Government or given aid and comfort to its enemies, shall, from and after the first January, eighteen hundred and sixty-three, be entitled to enter one quarter section or a less quantity of unappropriated public lands, upon which said person may have filed a preemption claim, or which may, at the time the application is made, be subject to preemption at one dollar and twenty-five cents, or less,
    per acre; or eighty acres or less of such unappropriated lands, at two dollars and fifty cents per acre, to be located in a body, in conformity to the legal subdivisions of the public lands, and after the same shall have been surveyed: Provided, That any person owning and residing on land may, under the provisions of this act, enter other land lying contiguous to his or her said land, which shall not, with the land so already owned and occupied, exceed in the aggregate one hundred and sixty acres.

    Sec. 2. And be it further enacted, That the person applying for the benefit of this act shall, upon application to the register of the land office in which he or she is about to make such entry, make affidavit before the said register or receiver that he or she is the head of a family, or is twenty-one years or more of age, or shall have performed service in the army or navy of the United States, and that he has never borne arms against the Government of the United States or given aid and comfort to its enemies, and that such application is made for his or her exclusive use and benefit, and that said entry is made for the purpose of actual settlement and cultivation, and not either directly or indirectly for the use of benefit of any other person or persons whomsoever; and upon filing the said affidavit with the register or receiver, and on payment of ten dollars, he or she shall thereupon be permitted to enter the quantity of land specified: Provided, however, That no certificate shall be given or patent issued therefore until the expiration of five years from the date of such entry; and if, at the expiration of such time, or at any time within two years thereafter, the person making such entry; or, if he be dead, his widow; or in case of her death, his heirs or devisee; or in case of a widow making such entry, her heirs or devisee, in case of her death; shall prove by two credible witnesses that he, she, or they have resided upon or cultivated the same for the term of five years immediately succeeding the time of filing the affidavit aforesaid, and shall make affidavit that no part of said land has been alienated, and that he has borne true allegiance to the Government of the United States; then, in such case, he, she, or they, if at that time a citizen of the United States, shall be entitled to a patent, as in other cases provided for by law: And provided, further, That in case of the death of both father and mother, leaving an infant child, or children, under twenty-one years of age, the right and fee shall ensure to the benefit of said infant child or children; and the executor, administrator, or guardian may, at any time within two years after the death of the surviving parent, and in accordance with the laws of the State in which such children for the time being have their domicile, sell said land for the benefit of said infants, but for no other purpose; and the purchaser shall acquire the absolute title by the purchase, and be entitled to a patent from the United States, on payment of the office fees and sum of money herein specified.

    Sec. 3. And be it further enacted, That the register of the land office shall note all such applications on the tract books and plats of his office, and keep a register of all such entries, and make return thereof to the General Land Office, together with the proof upon which they have been founded.

    Sec. 4. And be it further enacted, That no lands acquired under the provisions of this act shall in any event become liable to the satisfaction of any debt or debts contracted prior to the issuing of the patent therefore.

    Sec. 5. And be if further enacted, That if, at any time after the filing of the affidavit, as required in the second section of this act, and before the expiration of the five years aforesaid, it shall be proven after due notice to the settler, to the satisfaction of the register of the land office, that the person having filed such affidavit shall have actually changed his or her residence, or abandoned the said land for more than six months at any time, then and in that event the land so entered shall revert to the government.

    Sec. 6. And be it further enacted, That no individual shall be permitted to acquire title to more than one quarter section under the provisions of this act ; and that the Commissioner of the General Land Office is hereby required to prepare and issue such rules and regulations, consistent with this act, as shall be necessary and proper to carry its provisions into effect; and that the registers and receivers of the several land offices shall be entitled to receive the same compensation for any lands entered under the provisions of this act that they are now entitled to receive when the same quantity of land is entered with money, one half to be paid by the person making the application at the time of so doing, and the other half on the issue of the certificate by the person to whom it may be issued; but this shall not be construed to enlarge the maximum of compensation now prescribed by law for any register or receiver: Provided, That nothing contained in this act shall be so construed as to impair or interfere in any manner whatever with existing preemption rights; And provided, further, That all persons who may have filed their application for a preemption right prior to the passage of this act, shall be entitled to all privileges of this act:

    Provided, further, That no person who has served, or may hereafter serve, for a period of not less than fourteen days in the army or navy of the United States, either regular or volunteers under the laws thereof, during the existence of an actual war, domestic or foreign, shall be deprived of the benefits of this act on account of not having attained the age of twenty-one years.

    Sec. 7. And be it further enacted, That the fifth section of the act entitled "An act in addition to an act more effectually to provide for the punishment of certain crimes against the United States, and for other purposes," approved the third of March, in the year eighteen hundred and fifty-seven, shall extend to all oaths, affirmations, and affidavits, required or authorized by this act.

    Sec. 8. And be it further enacted, That nothing in this act shall be so construed as to prevent any person who has availed him or herself of the benefits of the first section of this act, from paying the minimum price, or the price to which the same may have graduated, for the quantity of land so entered at any time before the expiration of the five years, and obtaining a patent therefore from the government, as in other cases provided by law, on making proof of settlement and cultivation as provided by existing laws granting preemption rights.

    It has been almost one hundred and fifty years since this Act was passed by Congress. Under Ronald Reagan, it was quietly annulled. We need another Homestead Act - for 2012.

In place of all this mis-spent, and wasted energy, we must press towards immediate peace-time conversion of the industrial sector towards the pressing needs of our own decaying infrastructure and millions of homeless citizens, needy families and elderly.

    Do you imagine this would win the approval and support of the conservative grassroots movement, the original Tea Party movement, which is required to be a 99% Non-Partisan majority as is your stated goal?     I'd use the words "End All Wars of Aggression" instead of "Peace," if you want to appeal to the Right AND the Left. The Right might label "Peace" a hippy issue, but totally embrace "End All Wars of Aggression." If you look at it through the eyes of the conservative side, and edited it accordingly, this is something for which everyone could put their shoulder to the wheel.

    This part is democratic if your intent is to persuade folks to do it, but it is the worst of UN Agenda 21 thinking if you require them by law, fine, or imprisonment to do so. I think you, Mark, get this because you say, "It is a point that can only be done by each and every individual him or herself," but I point it out because many do not understand the proper role of the Green agenda in a democratic society. Collectivism, as illuminated by Rosa Koire, where the rights of the individual are subsumed for the rights of the community, is what the Chinese have. ie. only one child allowed, etc.

    Truly, I do not know. We may be just whistling in the Wind, for all we know. I do know that the masses are waking up, and that the plutocrats are showing signs o' bein' very nervous, these days. Just witness Senate Bill 1867, for instance, for a nasty piece of Fascist legislation.

    As far as pleasing the Tea Party folks, by catering to their Conservatism, by tailoring the Language of the Five Points a little, to make it more palatable to Republicans - well, I'd rather see them become as Radical as the Party of Lincoln was in 1862, at the time of the Homestead Act of 1862, and the Green-back Dollar. The Republican Party, after all, was the party of the Abolitionists, and the party of Free Soil.

    As far as pleasing the Tea Party folks, I'd like them to learn of, and study and practice the Methodology of the Non-Partisan League of North Dakota, whereby the hard-bitten, Republican farmers of North Dakota quietly organized during the Winter of 1915-16, and successfully took over the Republican Party in that state, by the elections of November 1916, and enacted into Law, in one session of the State Legislature their complete Platform of State Socialism {!!!} that has left, as its legacy, the Bank of North Dakota, a bank that has made the Citizens and the Farmers of North Dakota wealthy and prosperous = A fact that is well known to everyone in all of the surrounding states.

    As far as pleasing the Tea Party folks, I'd like for them to examine, and become aware of the Process whereby one of their heroes, Charles Augustus Lindbergh, Sr., {who served as Congressman from the Sixth District of Minnesota, in the House of Representatives from 1907 until 1917, at which time, he was bell, booked and candled by the top brass {i.e., the Wall Street wing} of the Republican Party, for the heresy of being against American involvement in the World War } Of the Process, I say, of how he became the chief founder, candidate, and exponent of the Farmer-Labor Party of Minnesota, which was a Socialist formation.

    Let the Tea Party folks remember and study the legacy of Robert LaFollette, Sr.,
    Senator from Wisconsin, Progressive Republican, patron saint of the old Center-Left; who was born in a log cabin on the Frontier, as was Lincoln; who articulately opposed the Federal Reserve Act, as his colleague and fellow Progressive Republican ally in the House, the elder Lindbergh, also did; and who likewise was excommunicated from the Republican Party – and censured for the heresy of being against the World War; who founded the Progressive Party of Wisconsin, and who as Presidential candidate for that party, in 1924 gleaned five million votes, ( 17% of the electorate) with the help of the Socialist, Eugene Debs, who endorsed him.

    At that period of time - which may be called the “Paleo-Progressive Moment” {from 1915 until 1924} - Radical, former Republicans, like the elder Lindbergh, and Robert LaFollette, Sr., were allies and fellow-travelers with Eugene Debs, and the American Socialist Party. FACT.


    And, as far as being for Peace, or the Issue of P*E*A*C*E being controversial; as I wrote, in 2007, in A Manifesto for Paleo-Progressives:

    "Paleo-Progressives are for clean, efficient, ship-shape government. They are against graft and corruption on all levels. They are not ashamed to be called "petty-bourgeois Reformists" by Marxist-Leninists. Paleo-Progressives are Jeffersonian democrats with a small d.

    As such, they are against Militarism, and American Imperialism abroad, since Jefferson declared his enmity towards standing armies.

    In the present, Paleo-progressives want to end the war in Iraq, and passionately oppose the insane drive of }Strike} the BushLeague and the Neo-cons {Read: the Obama Administration { to open a second Front in the War On [of] Terror, by nuking Iran.

    In the present, every single Paleo-Progressive in America, and those of their number who have become exiles abroad because they have given up hope that America can ever be reformed, wants to end the War in Iraq, Now, and bring the boys and girls in uniform home, Now.

    "Paleo-Progressives accept the principle of the Class War, not out of doctrinaire, Marxist Cant, but because it is self-evident. Paleo-Progressives are egalitarians, and want there to be a level playing field. They loathe racism and sexism, ageism and class-ism - and every other tool of leverage that the ruling class utilizes to keep the People separate, and locked in ideological prison camps.

    "Paleo-Progressives in general are not Marxists, though some have certain "Old-Left" American Socialist Party tendencies. They remember Eugene Debs. They are quite able to square Lincoln's language in the Gettysburg Address, about government "of the People, by the People, and for the People," with the term Socialism. - In the Realm of Ideas they are the same animal."



    I hope to live to see a popular redefinition of the term "Socialism" as defined in the article, Populist Socialism Reconsidered: The Methodology of the Non-Partisan League

    "The root of the word Socialism comes from the Latin Socius, meaning 'friend' and 'neighbor,' and derives from the time before the Roman Republic (until roughly 75O B.C.) when the people of Latvium, living in extended families, were a classless society of Yeomen. They were farmers who helped each other in time of need. Thus, primitive, early, grassroots Socialism - as a stage of human development - contains within itself the spiritual principle of loving your neighbor as yourself, which is the essence of all true religion. It is remembered, in the collective unconscious, as "The Golden Age."

    Authentic, local Socialism is something that individual people participate in; not wait for a Lenin or a Stalin, a Hitler or a Mao, to impose upon them. It is voluntary. Thus, it resembles the scene in the film "WITNESS" where the Amish farmers get together to raise a Barn in a single day. The principle at work here is called Mutual Aid.

    Authentic Socialism would entail a return to an egalitarian society, where the social, cultural, and institutional mechanisms that perpetuate inequality, oppression & chauvinism, have been eliminated from the systemic functioning of human institutions. Populist Socialism believes, intrinsically, both in private enterprise, and in land tenure vested in families. It was a movement whose roots grew out of American soil, having its base amongst farmers, who were passionately concerned with retaining their farms, and passing them on to their children.

    As the Commentary on the 1934 Farmer-Labor Party Platform, stated, "Farmer-Labor Platform Seeks not "Confiscation" but "Redistribution" - the argument being made that every nuclear family should have some acreage - a Family Farm -
    to sustain themselves on. {Four Acres of arable Land, per couple, is actually doable in the Present, balancing the current population of the Earth with the available Land on the Planet.}

    Authentic, Ideal Socialism, is not Bolshevism, Stalinism, Nazism, or Maoism - which are all undeniably evil movements which called themselves "Socialist," and which actively practiced mass-murder on folks who wouldn't march lock-step with their programs. All of these movements contributed to the Negation of Freedom and Dignity, and murdered scores of millions of souls in the Twentieth Century.

    Each of those evil forms of 'Socialism' were sponsored by the Masters of Capital, on both sides of "the pond." The owners of the cartel monopolies always continued to do plenty of business with the dictators who managed these evil slave plantations which were set up by the capitalists - both to exploit the industry and raw materials, human & mineral, of the nations in which these experimental "systems" were established, as cultures in so many Petrie dishes, and - ultimately, to discredit the Idea of Socialism, itself. It was an elegant solution, indeed."
