Stolen Bike-2 locks cut to get it

This happened a couple of night ago on city center dr right next to the rohnert park police station and library. This bike has a bracket that is bright red to make it into a tandom for mother and daughter to ride together when she hooks up daughters bike to it. It is the only transportation they have and she needs it back badly, please return my neighbors bike, no questions asked just park it where you took it from you have caused a great hardship on a very nice person struggling to raise a child on her own not asking for help from anyone and you steal the only thing she has to get to work and spend special ride time with her child.
