This reminds me...
I attended a Cuban Cinema course at University. One of our guest speakers was a hiphop artist who had traveled to Cuba to seek funding from the Castro regime. It turns out that Castro funds American hiphop artists specifically to agitate anti-government angst in youth. He explained the process as well as his disappointment in not getting funding because his material was insufficiently agitating. LOL!!
