civil rights persecution re: police abuse issue/ need advice or commentary

we wonder what recourse can be taken. a friend of ours was traumatized and injured by police a few yrs ago and some civil rights such as right to privacy and freedom of speech and or religion may have been violated. it is now in pre court stage in a lawsuit and the lawyer she has has been unable to protect the person from further abuse by the city attorneys office. the person is in very ill health , had spinal surgery recently, and over 55. any ideas to assist appreciated.

I would think a good lawyer would have the answer to that question.
