With the help of your good public office, da 9-11 Truth Campaign can get Congress to stop 59 years of mass murder in undeclared wars.

On May 18, 2006, the City Council of Sebastopol unanimously passed Resolution 5529 under your chair. That was a huge boost for we the deceived and intimidated people. Res. 5529 petitioned our federal representatives, U.S. Senators Barbara Boxer and Dianne Feinstein and Representative Lynn Woolsey, to "make every effort to initiate and support the rescission of Public Law 107-243."

Senator Boxer and Representative Woolsey appropriately voted against making Public Law 107-243 that legalizes undeclared war. Undeclared wars deprive persons of life, liberty, or property without due process of constitutional law as required by the 5th Amendment. However, Sebastopol's petition lacks this and five other constitutional grounds to justify rescission of Public Law 107-243.

Please schedule an agenda item for the October 17 regular council meeting to consider amending Resolution 5529 to add the following constitutional grounds and re-file the amended petition with the Offices of Senators Feinstein and Boxer, and Representatives Woolsey ASAP.

Rescission of this law will save the lives of between 100 to 600 victims per day and most of about $2.5 billion of public debt that Congress just funded with House Resolutions 5122 and 5631.

If the council will add these constitutional grounds for rescission of Public Law 107-243, Representative Woolsey will no doubt add them to her House Resolution 5875 which responded to Sebastopol's petition. Her H.R.5875 attempts to repeal Public Law 107-243 with no constitutional justifications for repeal.

Here are the six constitutional grounds to justify rescission or repeal of Public Law 107-243.

Public Law 107-243 allows the use of our $400 billion per year "common DEFENSE," quoting the Preamble, for offense, as in striking first. Striking first is assault and battery everywhere but in Congress. On 9-11, this annual investment dysfunctioned. Our "common defense" of states obviously stood down. This stand down aided the air attacks by Enron-sponsored al Qaeda Martyrdom Battalion goons and is criminally being protected.

Public Law 107-243 disgustingly allows the use of deadly military force in Iraq without a constitutionally required congressional declaration of war. Our founders do not grant Congress the use of military force to do anything.

Public Law 107-243 deprives persons of life (murder), liberty, or property (theft) without due process of constitutional law, as our founders provide in Article I, Section 8, clause 11, and the 5th Amendment requires. All public officers, including yourself, must support and defend the 5th Amendment without any mental reservation or purpose of evasion.

Public Law 107-243 allows "the President ... to use Armed Forces ... as he determines to be necessary." Congress is the sole branch of government granted the power "to declare war." Our founders intentionally insured that the executive branch has no war power. The president cannot act as commander in chief until "called into actual service" by Congress through a declaration of war.

Public Law 107-243 allows the commander in chief to be called into service without Congress first declaring war, as our founders provided and we the people demand.

By passing Public Law 107-243, 373 members of the 107th Congress and the president violated their Oaths of Office and breeched their contracts with constituents giving aid and comfort to domestic enemies with "flawed" strike-first policy. This is treason.

There are 21 of those 373 strike-first traitors in the Senate who are up for re-election, including Senators Maria Cantwell, Hillary Clinton, Dianne Feinstein, and Orrin Hatch.

There are 215 of those 373 strike-first traitors in the House who are up for re-election, including Representative Dennis Hastert, Henry Hyde, Tom Lantos and Ellen Tauscher.

The press never touches this. Sebastopol's petition to rescind murderous Public Law 107-243 has never been mentioned anywhere but in da 9-11 Truth Campaign's Abuse News. If Sebastopol provides our federal representative constitutional justification for rescission of Public Law 107-243, Representative Woolsey will be forced to provide constitutional justification for H.R.5875 or face treason complaints from yours truly.

If Rep. Woolsey upholds her obligations to we the abused people and makes "every effort to support the rescission of Public Law 107-243" in response to Sebastopol's beautiful petition by amending H.R.5875 to add six constitutional justifications for repeal of Public Law 107-243, that will make news, as in HEADLINES, and we the deceived and intimidated people can be better informed to vote anti-undeclared war on November 7th. We will remove undeclared war supporters from Congress.

The petition for the rescission of Public Law 107-243 in Resolution 5529 is overshadowed by the measure's call for "a full investigation, impeachment or resignation of" 9-11 Non-Commander George w. Bush, U. S. Energy Czar and VP Dick Cheney, the apparent target of a well concealed and sabotaged assassination attempt by desperate Enron builder Ken Lay and his California energy bandit pal, Willie Brown, on 9-11, Secretary of 9-11 Stand Down Rumsfeld, and conspiratorial Attorney General Alberto Gonzales.

"A full investigation" is impossible and unnecessary. All that is necessary is to realize what actually happened on 9-11. There is ample grounds for impeachment. However, until the true facts are realized by we the people, there will be no action taken. If the true details of 9-11 had the media play that Bad Boy Bill Clinton got, Bush and bad company would have been down the road long ago and we would not be in undeclared war of choice.

The assassination attempt of VP Cheney on 9-11 had to be scuttled because Bad Boy Born-again Bush left the first lady in the White House to be taken out by the planned surprise attack of Enron-sponsored al Qaeda Martyrdom Battalion goons that should have hijacked United Fight 93 41 minutes earlier than they did. There was no way to hide the intentional death of Lovely Librarian Laura Bush while her husband took over her "Read don't watch" event at Booker school in Florida that had been "planned for weeks."

The fact that we the people's $385 billion per 2001 investment in defense, including NORAD, was ordered to stand down to aid air attacks on 9-11 is beyond question.
