The PO should be able to identify the owner of the PO Box.

Nice idea but probably unworkable... but what city is the box in? And the post office box keys do not have box numbers on them, and even if it did, you need the key to re-lock the box... but if you guess the right post office, the post office may be able to find the owner through serial numbers on the key. They may be willing to forward the key. Worth a try...

Yes, all that is true, but the ID number on the POB key could be the solution.
Chances are good that the POB is located in a post office in the greater Sebastopol area. The postmaster or customer service manager at any of the area post offices should be able to look up the code on the key to find the location and box number. They could then at least put a note in the box letting them know the keys have been found and how to reclaim them. The post office people may not be able or willing to take custody of the entire set of keys.
BTW after re-locking the PO box with the key, the good samaritan could put the key in the mail drop or give it to a counter clerk during business hours.
