Hoppner is a 23-year-old white male, 6 feet tall, 240 pounds, with blonde hair and blue eyes. A photo of Hoppner is below. Hoppner has multiple convictions for sexual battery on females, and is considered a high risk to re-offend. Hoppner's conviction requires registration with the local police agency within the city or county where he resides. He has served the prison sentence imposed by the courts, and the Rohnert Park Department of Public Safety has no legal authority to dictate where this subject lives. In reading more about this developmentally challenged young man, it appears that his "groping" behavior earned him the title of "High Risk Sex Offender". I bet a lot of that goes on, with the offenders never being reported, unless they're high profile. Any women ever been groped and not reported it? Groping is considered sexual "battery" according to this report.
