its not just the wineries, although they use a great deal & don't pay for it. is to record every drop taken out of river & have those who use it, pay for it based on flow availability.

Since most of CA is naturally semi-desert or desert, all water should be considered to be owned by the public. Any water, from any source, should have user fees. Wineries are not required to report...
