Cottage Food laws are very restrictive as to what you can produce. You're asking the county to approve a home kitchen for semi-commercial production. The only things they're going to allow you to make are things that are unlikely to be easily contaminated. Simple breads, jams & jelly is about it.
Additionally! You may wanna check about insurance before you get too involved. It's not likely to be cheap, and people DO sue and DO prosecute for getting sick. Most food operations carry a minimum of 1million in liability.
