I'm in the opt-out program and still have the analog gas and electric meters. I'm thinking of moving and don't want to try to live with a smart meter since i'm emf sensitive. Can they be transferred?

I think according to PG&E the opt out charge is per residence. The CPUC has authority and the Decision on the opt out does not specify exact wording. The findings of fact, conclusions of law and final order at the end: https://docs.cpuc.ca.gov/PublishedDo...ION/159342.PDF
You might also consider resisting the fees. Here's more info on that: https://emfsafetynetwork.org/?page_id=649
