The code enforcement board, of Tallahassee, Florida, USA, has, at
intervals over several years, sent me a "courtesy letter",
explaining that I must cut the weeds on my front lawn to 12
inches or less, OR ELSE!

Since this courtesy letter is actually a warning letter, it does
not please me.

What would make much more sense would be for the city to
proactively help the residents meet the city goals.

In my opinion, the reason that the city has no incentive to use
city resources to help willing citizens meet compliance, is
because almost everyone accepts that city officials may use "law"
to force their will on others.

If this particular ordinance were repealed, perhaps then city
officials would look to more friendly methods.

I have attempted, without success, to obtain the entire set of
city ordinances, with the ambition of identifying all of the un-
friendly ones, and working to make them more friendly.

For the anti-weed ordinance, I would replace the punishments in
it by rules by which the city can cooperate with citizens to meet
compliance.

It will help our city, our state, our nation, and our world,
if we systematically replace punishment by law with cooperation
by law for all of the currently flawed city ordinances.
