Here's what you need to know: Contrary to popular opinion, electing the president by national popular vote does not require a constitutional amendment. The National Popular Vote Interstate Compact (NPVIC) is an agreement among several states and District of Columbia that their electoral votes will be awarded to whichever presidential candidate wins the popular vote. However, this will only go into effect when states whose electoral votes total 270 (the number needed to win the White House) join the compact. This means that individual state governments need to accept the NPVIC as law, and our campaign so far has been focused on a number of target states.
