Unfortunately, I doubt that there is any grand institutional and governance scheme that can be devised in order to cure the world's ills, because the fundamental causes of these problems are not inadequate institutions but rather pathological human greed and hatred. Throughout human history the masses of people have been dominated by tyrants who amass the majority of goods and wealth for themselves and their cohorts through violence and plunder. They form armies in which large numbers of ordinary men are induced to--or perhaps get to--kill, maim, and torture each other and civilians. The situation remains basically unchanged in today's world.
True, hereditary monarchy is less dominant than it used to be. Military dictators now refer to themselves as "presidents" and may even pretend to have elections. The spread of democratic ideals and governance is a wonderful thing. So are the European Union and the United Nations. These developments are undeniably signs of progress. But these improvements remain constantly limited and impeded by the same old human insanity. The ruthless rich and power-hungry psychopaths still claw their way to power, dominate the institutions of governance, hoard the national wealth, convince large numbers of ordinary men to join armies and kill each other, and largely run the world scene. I'm afraid that tackling this psychopathy in a world in which the technology of murder and destruction has become vastly more powerful is a problem that, sadly, transcends mere institutional improvements and reforms. The promotion of human equality and kindness remains a constant struggle.
