No, they're not. 'The Belfort Group' is just a 'bunch of people' with a 'hobby'. Not scientists at all. The 'Boy Scouts' are way more scientific in their dealings.
How do I know? These guys are from Belgium, and I live next door to them. They've got some press here (freedom of opinion).
But in the end they got sued by the Belgian government for 'spamming' and 'stalking' the employees of the national (regional) health administration.
There you go..

P.s: some people make a mismatch confounding 'rainmaking', shooting silveriodide crystals in the air, in the lower clouds by expensive fireworks (beware of silver poisoning). Not very popular because of a very bad cost / effectiveness ratio, and partly because of the high price and the toxicity of silver.
They confound it with commercial air traffic.
They confound it with fire extinguisher planes.
They confound it with theories about influencing climate change, by bringing dust and sun absorbing chemicals into the higher arhmospere (which will cause way more problems than it will solve, so it's just hypothetical now).
They confound it with military exercise, planes spreading 'chaff' in the air (aluminiumfoil or metallised plastic film), for radar jamming purposes.
You name it, they'll confound it..
