You are correct that Guerneville and Forestville are not incorporated Cities and the County is responsible for their road maintenance, except for Highway 116, which is maintained by Caltrans.
There are nine incorporated Cities in Sonoma County. They are Cloverdale, Healdsburg, Windsor, Santa Rosa, Rohnert Park, Cotati, Petaluma, Sonoma and Sebastopol. Each of these is responsible for street (and other systems') maintenance within their boundaries.
