I believe there is a distinction between "owners" and "breeders." And there are irresponsible breeders as well as owners (eg, puppy mills) who should spay/neuter.

If you are responsible your dogs will not be bred until they are old enough to be tested for hereditary health problems like hip dysplasia and heart disease, they will be proven superior representatives of their breed by their show record and/ or performance field tests, your puppies that are not destined for show will be fixed before you rehome them, they will be returned to you if they do not work out for the buyer and you will have buyers lined up before you breed your bitch. These puppies cost closer to $4000 than $400 and the breeder will approve your resume and home before selling one to you. If this is too much you should adopt and not buy your dog from a substandard irresponsible breeder.

She was an unintentional backyard breeder but undoubtedly there was some profit involved, since her dog did most of the work and there were several puppies in the litter. Maybe the $400 each was an attempt to insure the dogs would go to invested, responsible people, but unfortunately, money isn't always a guarantor of that.
