Microwave Weapon Testing on Innocent Citizens

So at the top of the power structures we have psychopaths because they're the only ones who can kill without conscience ... they can order drone attacks on whole villages of people and they can order non consensual testing on innocent civilians ... but what about the soldiers below them who actually carry out these ugly tasks? ... are they also psychopaths or just following orders? ... how can a person do this to another human being?
