Just like our strike-first "secret" drone policies; all activities regarding Geo Engineering/weather modification must be transparent, and under the same environmental reviews as if it were ground based.
Right now it is out of control and doing more damage than good; without our consent.
Dick Butler from NOAA is another expert in the field whom I'd like to invite for this session as well.
Just like the previous White House Press Secretary, it's time to admit what has been going on in plain sight for a long time.
If the US doesn't own up to our lack of oversight and due process of any deadly program; how can we expect any other entity, foreign or domestic to do the same?
We can not out-engineer our way around nature. The only way to ensure the survival of our species is to never stop seeking what does harm; and cease & decrease doing what we already know does.
Why environmental groups have gone silent on this is alarming. Just like fluoridating our water; seeding our sky with toxic nano-particles is a costly, unnecessary gamble with our health. It's not OK to allow this without the Public's consent.

PGE is involved in so many nefarious schemes, it is almost impossible to find them all. Unfortunately, often it is ratepayer (our) money being used to cause harm; this is insult to injury.
