The appeal of Ron Paul is that he would be a significant step in the right direction to turning away from the whole internationally controlled cabal that is ruining our democracy. And thus the issue is not abortion, or social services, or gun control or whatever. The issue is do you want democracy or dictatorship? Paul is the only candidate running who would obey the rule of law, and who is not beholden to these globalist elites. I'm seeing more info come in about this: This order effectively puts into effect all the legislation congress was unable to pass. The Clear Act (seizure of all water from any source whatsoever), SOPA & PIPA (internet can now be controlled under the seizure of all communications) and the re-instatement of the draft should Obama decide to do so. These are just a few of the little tidbits buried in this document and these and many more items can be activated even in non-emergency situations. The only thing between us and brutal totalitarianism is the people saying NO. The word appeal doesn't quite describe it. People are devoted to Ron Paul like they are devoted to democracy. They see our democracy being flushed down the toilet, and for once a man running for President who is devoted to restoring democracy and who cannot be bought and sold like the rest. They see Paul as their last hope for a life of freedom and the restoration to the rule of law, the Constitution. So it's no wonder they are the strongest, most dedicated, and loyal supporters of any candidate we've ever seen. They see what is to be lost.
And to tell you the truth, fair and accurate elections are a thing of the past. We are witnessing yet another staged show. So our choices are coming down to brutal totalitarianism or revolution. And once their guns come out, it's over. The only way I see revolution being strong enough to overthrow these elite few is if liberals and conservatives, democrats, republicans and independents alike, put aside their differences, and I mean REALLY put aside their differences and stopped wasting their time, energy and power doing this, and unite in revolution to overthrow them like their lives depend upon it.

After watching the video on post #9 and reading the posts and going to the government website and reading some of and scanning other parts of the E/O there; I come to the conclusion that the E/O is reconfirming the already existing laws (from 1950’s) and have only modified them for the so-called (and ambiguously stated but none the less implied...), non ending “War On Terror” and, of course, things like cyberwar which is a modification of the communications (act) that already existed in 1950...

The video with Glen Beck pointing at the map of where the Government owns land is a clue of where this (form of fear mongering) is coming from.

It seems to me that some “Private” interests are attempting to scare American people out of their collective ownership and / or control of such places like National Forests and they are hitting from and at all sides not just from the right, left, top, or bottom.
One way or the other, (the) ‘they’ (private interest elitists’) are absolutely determined to get it mostly (if not all of it) for themselves; plane and simple; It’s basically the Confederate Vs. the Union.
So the question is: has the Civil War really ended in earnest?... ...Or is there a “credible threat” to national security of a “new” “Civil War” (for example) been detected and about to be fired-up and the (Union?) Government is laying legal land mines, so to speak as tactical assurance and, in part, (a) preparation for the possibility of something that we are not completely aware of?

The latest assault on the American public and formerly free states of the United States of America, has been launched. Obama constructed and issued the Executive Order referred to as National Defense Resources Preparedness. Under this Order, [National Defense] is clearly laid out. It is clear that the federal government, all of its unlawful agencies, agents, private corporations operating in fraud as “public service” agencies, our military, all of our resources, our labor, our skills, energy, commerce, production, agriculture etc., are now focused on defending the federal government……..from us.
This order is the fulfillment of Obama’s “We can’t wait” strategy wherein Obama openly
declared his intention to by-pass congress (essentially informing them they were no longer needed) and to enact tyrannical and dictatorial mandates by circumventing congress and enlarging the powers and enforcement capabilites of unlawfully constructed federal corporations owned by the parent corporation: The United States a.k.a. The United States of America.
In reference to this Order, Obama, just as Bush2 did, and every president going back to Lincoln, referred to himself as the Chief Executive as in “corporate executive”, not as the elected President of the United States. As a mere president, he is only empowered to enforce the law. But as the Chief Executive of the Corporation, he can hire and fire (he essentially just fired all of congress) change the rules and regulations and use Executive Orders to write laws all by himself.

We can’t wait to see what the states, including governors, do when they realize that Council of Governors appointed to supersede state and local governments and set up to facilitate the 10 United Nations Regions, flex’s its muscle. What do you suppose their reaction will be and that of the citizens of those states?
We just cannot wait to see what happens when the general public comes to the realization that when Panetta and Dempsey informed the Senate that they take their orders from the United Nations Security Council and NATO, not from congress, they were essentially declaring that they were serving a foreign government not only with your encouragement, but also your tacit approval.
We are just breathless with anticipation to see the response from the public when they realize you have effectively seized control of agriculture (food) to further force the implementation of “Dirty Harry” Reid’s infamous fake food safety bill that threatens the food security of the entire nation. This will also work so well with the White House Rural Council set up to begin the physical assault on America’s farmers and ranchers, driving them off their land and out of business.
PART VIII – GENERAL PROVISIONS
Sec. . Definitions
(c) “Farm equipment” means equipment, machinery, and repair parts manufactured for use on farms in connection with the production or preparation for market use of food resources.
(d) “Fertilizer” means any product or combination of products that contain one or more of the elements nitrogen, phosphorus, and potassium for use as a plant nutrient.
(e) “Food resources” means all commodities and products, (simple, mixed, or compound), or complements to such commodities or products, that are capable of being ingested by either human beings or animals, irrespective of other uses to which such commodities or products may be put, at all stages of processing from the raw commodity to the products thereof in vendible form for human or animal consumption. “Food resources” also means potable water packaged in commercially marketable containers, all starches, sugars, vegetable and animal or marine fats and oils, seed, cotton, hemp, and flax fiber, but does not mean any such material after it loses its identity as an agricultural commodity or agricultural product.
(f) “Food resource facilities” means plants, machinery, vehicles (including on farm), and other facilities required for the production, processing, distribution, and storage (including cold storage) of food resources, and for the domestic distribution of farm equipment and fertilizer (excluding transportation thereof).
What will the public do when they realize you just re-instituted the draft?
PART VI – LABOR REQUIREMENTS
Sec. . Secretary of Labor.
(2) upon request by the Director of Selective Service, and in coordination with the Secretary of Defense, assist the Director of Selective Service in development of policies regulating the induction and deferment of persons for duty in the armed services;
What will the states do when they realize you just implemented the “CLEAR Act” changing the terminology from “navigable waters” to “waters of America”? Usable water from ALL sources? That was really slick! We did notice you made sure to exempt corporations which bottle water (without regulation, I might add) qualifying them as “food resources”. Don’t want to step on any corporate toes, do we?
PART VII – DEFENSE PRODUCTION ACT COMMITTEE
Sec. . The Defense Production Act Committee.
(n) “Water resources” means all usable water, from all sources, within the jurisdiction of the United States, that can be managed, controlled, and allocated to meet emergency requirements, except “water resources” does not include usable water that qualifies as “food resources.”
Just in these few sections, you have declared the US government to be a foreign and hostile government to the fifty United States. You have allowed Panetta and Dempsey to declare their allegiance to a foreign ruling body, The United Nations, and to conscript our US military to foreign control. You have empowered your corporate executive office with the ability to seize control of all commerce, trade, transportation, energy, communications, technology, labor, production, and to do so even in a “non-emergency” event.
The real clinker in all of this was your giving the office of Chief Executive of the Corporation to implement any and all of this even when there is no emergency. The national defense you refer to of course, is the defense of the federal government against the people of the fifty states.
PART II – PRIORITIES AND ALLOCATIONS

You have done these things not to protect America, but to protect the monstrosity that is the federal government, from the people you and past chief executives and congresses both current and past, have determined represent a threat to your continued existence.
As for Congress?
I don’t know how many pink slips this bunch will have to be served with before they accept the reality they are not only no longer needed…..they are powerless. Imagine, after all these years of betraying the people they were sent to represent, after dishonoring their oath’s of office repeatedly, while smugly assuming that somehow they would remain safe from the overthrow of our Republic……..they find themselves irrelevant, without any power or authority on any level. After decades of unlawfully empowering federal corporate agencies, after decades of ceding the power they did have to unelected bureaucrats and creation of the unconstitutional US Code & Title….they are out of a job. Now, who didn’t see that coming?
And congress’s overall reaction to the overthrow of the Constitution and the sovereign United States? Uh………basically nothing.
And lastly, Mr Obama
We would like to say that we cannot wait to have you removed from office, but it would be pointless. Even if you leave, you will simply be replaced by another anti-American, United Nations representative for the global government. Even a replacement will never undo any of the damage you have done; the assumption of power is too great, too powerful. And besides, no one will ever be allowed to be elected to the position of Chief Executive of the Corporation unless they agree to continue what you have done.
Which is precisely why the GOP and MSM is going nuts trying to marginalize Ron Paul. Paul has never been groomed or pre-approved by the global government crowd and has repeatedly stated his intentions to deconstruct much of this if elected.

just for one example: sure, there's mention that one department upon request should assist in "planning for induction for ... duty". That's admittedly a possible early step toward universal induction, but is this unprecedented? Are there indications that steps that must happen between a request for assistance turns into forcible induction are also being put into place??

by the way, this form of public discourse works best when the links are treated as super-informative footnotes. My own preference (I leave it to you to decide how atypical a reader/poster I may be, or how well I follow my own guidelines!) is that there are three separate parts best kept separated - concise and clear description of the thesis and points offered for debate; links to deeper and richer discussion or examples that support the thesis; and, certainly in my case, verbose personal editorialization describing my own point of view. Kind of like the idealized separation between the news and editorial pages in a newspaper, but all bundled in one entertaining (?) package.

I really don't see much difference other than more control over weapons manufacturers (a good thing as far as I am concerned) and clarification of law regarding cyber space which did not exist in the 1950's and was not completely addressed with the GW Bush Admin.
As far as I can tell, the E/O mostly reaffirms existing Executive Powers and (that) were still in effect.

The Executive Order, "NATIONAL DEFENSE RESOURCES PREPAREDNESS" of March 16, 2012, is thirteen pages long, in 12 point type. It has 5,304 words, one hundred and thirty-six paragraphs, and 34,894 characters, including spaces. We may well wonder what it really does mean - because Everything means Something, and Nothing is without Significance. Here is one salient - and doubtless, significant passage - which I leave to the wise worthy sages of Waccobbia to decipher:
Sec. 301. Loan Guarantees. (a) To reduce current or projected shortfalls of resources, critical technology items, or materials essential for the national defense, the head of each agency engaged in procurement for the national defense, as defined in section 801(h) of this order, is authorized pursuant to section 301 of the Act, 50 U.S.C. App. 2091, to guarantee loans by private institutions.
(b) Each guaranteeing agency is designated and authorized to: (1) act as fiscal agent in the making of its own guarantee contracts and in otherwise carrying out the purposes of section 301 of the Act; and (2) contract with any Federal Reserve Bank to assist the agency in serving as fiscal agent.
(c) Terms and conditions of guarantees under this authority shall be determined in consultation with the Secretary of the Treasury and the Director of the Office of Management and Budget (OMB). The guaranteeing agency is authorized, following such consultation, to prescribe: (1) either specifically or by maximum limits or otherwise, rates of interest, guarantee and commitment fees, and other charges which may be made in connection with such guarantee contracts; and (2) regulations governing the forms and procedures (which shall be uniform to the extent practicable) to be utilized in connection therewith.
Sec. 302. Loans. To reduce current or projected shortfalls of resources, critical technology items, or materials essential for the national defense, the head of each agency engaged in procurement for the national defense is delegated the authority of the President under section 302 of the Act, 50 U.S.C. App. 2092, to make loans thereunder. Terms and conditions of loans under this authority shall be determined in consultation with the Secretary of the Treasury and the Director of OMB.

In my own words, what's most disturbing about this executive order is that it is meant for peace time as well as war time. And no matter how hard you look, or try to justify that all's well, there is no good reason for martial law. It's an excuse for a totalitarian power grab. I also think that learning from history is VERY important. The first commenter below has compared this EO to Hitler's DISCRIMINATORY LAWS / DECREE OF THE REICH PRESIDENT FOR THE PROTECTION OF THE PEOPLE AND STATE. The similarities are haunting.

On Friday, March 16, Obama issued another unconstitutional executive order. The National Defense Resources Preparedness EO allows the government to confiscate your property without due process under the direction of Janet Napolitano and the Department of Homeland Security.

Obama’s EO allows the president to “take actions necessary to ensure the availability of adequate resources and production capability, including services and critical technology, for national defense requirements” in the event of a “potential threat to the security of the United States.”
Obama’s latest EO demonstrates once again that the executive will continue to violate the Constitution, in particular Article I, Section 1, which states: “All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.”
Any enactment of law by the executive is made in Excess of Jurisdiction and is by definition treason.
Fascist Executive Orders
Obama’s latest EO underscores and reemphasizes Bill Clinton’s EO 12919, signed on June 6, 1994.
Clinton’s 12919 followed a number of earlier executive orders allowing the government to steal your property – and also force you to be a slave laborer – during a vaguely declared “national emergency.” The government has given itself the authority to seize all communication (from television stations to CB radios), confiscate all food resources (including farms and farm equipment), take control of all transportation (including your family car), and compel you at gunpoint “under federal supervision” to work as a slave.
National Defense Resources Preparedness is a textbook example of fascism. It allows the government to steal privately owned property and publicly owned infrastructure and hand it over to its preferred corporate partners under the guise of a national emergency: “(b) provide for the modification or expansion of privately owned facilities, including the modification or improvement of production processes, when taking actions under sections 301, 302, or 303 of the Act, 50 U.S.C. App. 2091, 2092, 2093; and (c) sell or otherwise transfer equipment owned by the Federal Government and installed under section 303(e) of the Act, 50 U.S.C. App. 2093(e), to the owners of such plants, factories, or other industrial facilities.”
Fascist philosopher and Italian dictator Benito Mussolini used his principle of a “nation in arms” to steal private property from citizens. Obama’s latest EO declares the right to do the same. Mussolini devised fascist corporatism – the philosophy of the “corporative state” – and Obama under the direction of his Goldman Sachs and transnational corporate and bankster controllers has updated this corporate-statist doctrine, including the ability to steal privately earned and held wealth under the pretense of a national emergency.
Martial Law
Previous administrations installed the groundwork for Obama’s authoritarian move. Under Reagan, executive agencies were granted sweeping emergency powers to not only grab infrastructure and private property, but also round up citizens and put them in concentration camps and force them into slave labor brigades.
During the Iran-Contra hearings in 1987, it was revealed that the program was a secretive “scenario and drill” developed by the federal government to suspend the Constitution, declare martial law, assign military commanders to take over state and local governments, and detain large numbers of American citizens determined by the government to be “national security threats.”
Obama’s NDAA was established to provide the legal mechanism for tasking the military to round up activists and others targeted by the government. Prior to the NDAA, the Patriot Act, the Military Commissions Act and other related programs, the government devised Rex 84 and in particular Operation Garden Plot, an operational plan to use the Army, USAF, Navy, and Marine Corp. in direct support of civil disturbance control operations. It has since added numerous elements under the rubric of Continuity of Government, the overall war on terror, civil disturbance and emergency response.
With the scantily covered National Emergency Centers Establishment Act, the Military Commissions Act, and the recent NDAA sailing through Congress, and a raft of lesser legislation and unconstitutional directives, we are beginning to see the contours of the police state.
Corporate Media Ignores National Defense Resources Preparedness
A Google News search produces virtually no mention of Obama’s latest assault on the Constitution from the establishment media. The alternative media began covering the latest Obama executive order from the moment it was posted on the White House website on Friday, but the corporate media remains silent.
Obama’s EO should be headline news. It is a direct assault on the Constitution and further empowers an executive branch dictatorship and allows it to exploit a “full spectrum of emergencies” and permits it to confiscate private property and turn citizens into slaves.
As John Adams noted, the very basis of the Constitution rests on the concept of private property. “The moment the idea is admitted into society that property is not as sacred as the laws of God,” Adams wrote, “anarchy and tyranny commence. Property must be secured or liberty cannot exist.”

It is unimaginable the Secretary of Defense Leon Panetta for President (Obama), informed Congress the President would no longer need their consent to wage war, that President Obama would get his authority from international treaties and the United Nationsthe latter (A Foreign Agent). Is this an impeachable offense?
For those informed, it was not a surprise when President Obama insisted on indefinite detentions of U.S. Citizens in the Defense Authorization Act? It was widely known Obama gave a speech in May 2010 at a Security Conference that proposed incarcerating anyone in indefinite detention without evidence of wrongdoing that government deemed a combatant or likely to engage in a violent act in the future; including U.S. When Obama signed NDAA Americans Lost their Constitution and Country To Fascist Legislation. Obama like Hitler gained the power to have U.S. Citizens dragged off the street and from their homes without evidence or probable cause to be imprisoned indefinitely based only on Governments claim they supported hostilities, are a combatant or Belligerent, for whateveror threaten National Security.
After Obama signed the National Defense Authorization Act of 2012, overnight millions of lawful U.S. activists may be subject to arrest or Indefinite Detention. Perhaps a portent, when you examine Obamas May 2010 security conference speech, it appearrf Obama was asking for (retroactive power) to incarcerate anyone without evidence that government claimed had prior or currently committed or supported violent acts (on the premise) he or she is likely to engage in or support violent acts in the future: U.S. activists are vulnerable because no activist knows what other activist or groups they associated or networked did in the past or might doalleged illegal in the future domestically or overseas. Some observers believe NDAA included the vague term Belligerent in the manner it did, so U.S. Government would have authority granted by Congress to Indefinitely Detain large numbers of Americans not involved in terrorism.
Under NDAA some Writers may be dead-meat. Government too easily can allege an authors writings inspired hostilities, Combatant(s) or Belligerent(s) to order an authors indefinite military / civilian detention.
It is problematic indefinitely detained U.S. Citizens not involved in terrorism or hostilities, not given Miranda Warnings or allowed legal counsel that are interrogated, will be prosecuted for ordinary crimes because of their (alleged admissions) while held in Indefinite Detention. Obama appears intended to override the U.S. Constitution. Obama believes he has the power to detain indefinitely any American without probable cause or evidence. What Americans will dare speak out, criticize or question Government if Obama unleashes NDAA against the public?
Obama is centralizing power in the federal Government by getting passed legislation U.S. government can potentially use to intimidate and threaten corporations among others. Hitler got passed similar laws shortly before the burning of the German Parliament building that was blamed on the communists. Immediately after the fire, Hitler used his prior passed police-state laws to coerce and blackmail corporations and influential Citizens to support passage of fascist legislation e.g., the (DISCRIMINATORY LAWS / DECREE OF THE REICH PRESIDENT FOR THE PROTECTION OF THE PEOPLE AND STATE that suspended provisions of the German Constitution that protected Citizens freedoms and civil liberties. Obama can us NDAA and Patriot Act section Section 806 and sections of Title 18 The United States Code that include more than 350 civil asset forfeiture laws to threaten any individual or corporation with government asset forfeiture to support his government policies; or Fascist legislation to intimidate, threaten and curtail the civil liberties of Americans. Under U.S. federal civil asset forfeiture laws, a person or business need not be charged with a crime for government to forfeit their property. Government civil asset forfeiture requires only a civil preponderance of evidence, little more than hearsay.

In contrast Senators John McCain and Carl Levins passed National Defense Authorization Act of 2012mandates holding Americans (Indefinitely) in Military Custody for being a mere Belligerent.

In virtue of Section 48 (2) of the German Constitution, the following is decreed as a defensive measure against Communist acts of Violence, endangering the state:
Section 1
Sections 114, 115, 117, 118, 123, 124, and 153 of the Constitution of the German Reich are suspended until further notice. Thus, restrictions on personal liberty, on the right of free expression of opinion, including freedom of the press, on the right of assembly and the right of association, and violations of the privacy of postal, telegraphic, and telephonic communications, and warrants for house-searches, orders for confiscations as well as restrictions on property, are also permissible beyond the legal limits otherwise prescribed.
Section 2
If in a state the measures necessary for the restoration of public security and order are not taken, the Reich Government may temporarily take over the powers of the highest state authority.
Section 4
Whoever provokes, or appeals for or incites to the disobedience of the orders given out by the supreme state authorities or the authorities subject to then for the execution of this decree, or the orders given by the Reich Government according to Section 2, is punishableinsofar as the deed, is not covered by the decree with more severe punishment and with imprisonment of not less that one month, or with a fine from 150 up to 15,000 Reich marks.
Who ever endangers human life by violating Section 1, is to be punished by sentence to a penitentiary, under mitigating circumstances with imprisonment of not less than six months and, when violation causes the death of a person, with death, under mitigating circumstances with a penitentiary sentence of not less that two years. In addition the sentence my include confiscation of property.
Whoever provokes an inciter to or act contrary to public welfare is to be punished with a penitentiary sentence, under mitigating circumstances, with imprisonment of not less than three months.
Section 5
The crimes which under the Criminal Code are punishable with penitentiary for life are to be punished with death: i.e., in Sections 81 (high treason), 229 (poisoning), 306 (arson), 311 (explosion), 312 (floods), 315, paragraph 2 (damage to railroad properties, 324 (general poisoning).
Insofar as a more severe punishment has not been previously provided for, the following are punishable with death or with life imprisonment or with imprisonment not to exceed 15 years:
1. Anyone who undertakes to kill the Reich President or a member or a commissioner of the Reich Government or of a state government, or provokes to such a killing, or agrees to commit it, or accepts such an offer, or conspires with another for such a murder;
2. Anyone who under Section 115 (2) of the Criminal Code (serious rioting) or of Section 125 (2) of the Criminal Code (serious disturbance of the peace) commits the act with arms or cooperates consciously and intentionally with an armed person;
3. Anyone who commits a kidnapping under Section 239 of the Criminal with the intention of making use of the kidnapped person as a hostage in the political struggle.

We need to be mindful of our inherent Rights - as they are enumerated in the Bill of Rights, and also as they exist in the Divine and Natural Realms.
We need to Learn how to Assert and Express our Inherent, Civil, Divine, and Natural Rights. Also, we need to Learn how to fight back against the Plutocracy, who have been very busy for decades and decades, dumbing us down, keeping us divided, and whittling away at our Sovereign, inherent Rights.
A friend of mine, a Realtor, once said, "We don't need another law; not a single one." So why do they keep doing this? - Proliferating Law upon Law? The whole mess is like a vast spider's web, or a net to catch fishes or small birds; an insane net of legal mumbo-jumbo which they - the government lawyers - think is binding upon We, the People. Executive Order -- National Defense Resources Preparedness
EXECUTIVE ORDER
NATIONAL DEFENSE RESOURCES PREPAREDNESS
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Defense Production Act of 1950, as amended (50 U.S.C. App. 2061 et seq.), and section 301 of title 3, United States Code, and as Commander in Chief of the Armed Forces of the United States, it is hereby ordered as follows:
PART I - PURPOSE, POLICY, AND IMPLEMENTATION
Section 101. Purpose. This order delegates authorities and addresses national defense resource policies and programs under the Defense Production Act of 1950, as amended (the "Act").
Sec. 102. Policy. The United States must have an industrial and technological base capable of meeting national defense requirements and capable of contributing to the technological superiority of its national defense equipment in peacetime and in times of national emergency. The domestic industrial and technological base is the foundation for national defense preparedness. The authorities provided in the Act shall be used to strengthen this base and to ensure it is capable of responding to the national defense needs of the United States.
Sec. 103. General Functions. Executive departments and agencies (agencies) responsible for plans and programs relating to national defense (as defined in section 801(j) of this order), or for resources and services needed to support such plans and programs, shall:
(a) identify requirements for the full spectrum of emergencies, including essential military and civilian demand;
(b) assess on an ongoing basis the capability of the domestic industrial and technological base to satisfy requirements in peacetime and times of national emergency, specifically evaluating the availability of the most critical resource and production sources, including subcontractors and suppliers, materials, skilled labor, and professional and technical personnel;
(c) be prepared, in the event of a potential threat to the security of the United States, to take actions necessary to ensure the availability of adequate resources and production capability, including services and critical technology, for national defense requirements;
(d) improve the efficiency and responsiveness of the domestic industrial base to support national defense requirements; and
(e) foster cooperation between the defense and commercial sectors for research and development and for acquisition of materials, services, components, and equipment to enhance industrial base efficiency and responsiveness.
Sec. 104. Implementation. (a) The National Security Council and Homeland Security Council, in conjunction with the National Economic Council, shall serve as the integrated policymaking forum for consideration and formulation of national defense resource preparedness policy and shall make recommendations to the President on the use of authorities under the Act.
(b) The Secretary of Homeland Security shall:
(1) advise the President on issues of national defense resource preparedness and on the use of the authorities and functions delegated by this order;
(2) provide for the central coordination of the plans and programs incident to authorities and functions delegated under this order, and provide guidance to agencies assigned functions under this order, developed in consultation with such agencies; and
(3) report to the President periodically concerning all program activities conducted pursuant to this order.
(c) The Defense Production Act Committee, described in section 701 of this order, shall:
(1) in a manner consistent with section 2(b) of the Act, 50 U.S.C. App. 2062(b), advise the President through the Assistant to the President and National Security Advisor, the Assistant to the President for Homeland Security and Counterterrorism, and the Assistant to the President for Economic Policy on the effective use of the authorities under the Act; and
(2) prepare and coordinate an annual report to the Congress pursuant to section 722(d) of the Act, 50 U.S.C. App. 2171(d).
(d) The Secretary of Commerce, in cooperation with the Secretary of Defense, the Secretary of Homeland Security, and other agencies, shall:
(1) analyze potential effects of national emergencies on actual production capability, taking into account the entire production system, including shortages of resources, and develop recommended preparedness measures to strengthen capabilities for production increases in national emergencies; and
(2) perform industry analyses to assess capabilities of the industrial base to support the national defense, and develop policy recommendations to improve the international competitiveness of specific domestic industries and their abilities to meet national defense program needs.
