If I was paranoid I would say that looks a little like the electoral map with the Trump states getting more vaccine.

I was able to make an appointment for the first vaccine dose through Kaiser in Vallejo for Sunday 17th of January after a 3+hour wait on the phone. My wife has multiple risk factors so it was worth the phone wait for us. The number for Kaiser members is 1-866-454-8855 Expect a brutally long phone wait and having to do some driving.
