70 - Cap & Trade supermajority: Sounds like an effort by the Republican minority to gain leverage on this issue. However Jerry Brown supports it. So I don't know! :hmmm:
71 - Effective Date: Sure - let's wait 5 days to be certain of the election result.
72 - Rainwater Capture: It shouldn't trigger assessment. Vote yes.

Vote NO on 70! Will gum up the works and prevent effective action, which is its intention.
