Cell towers in Sebastopol ALERT McFarlane and Hutchins/S.Gravenstein
Verizon has applied to the City of Sebastopol for a permit to install cell towers in "multiple locations, no physical addresses". However two addresses are listed: near 6985 Hutchins and S Gravenstein, and 965 McFarlane and Woodland. Their plan is for 55 ft poles with multiple antennas at 10 ft and at the top of the poles. On McFarlane an additional large box would sit on the sidewalk. Co-location laws would automatically allow more antennas to be added in the future.
To see the application contact the Sebastopol Planning Department at 823-6167

I could not find any information about the March 13 Planning Commission meeting. I'll post it when it appears.
In the meantime, it seems there is a major government study coming out in the next few months (?). There's more about that here.

Here's an updated flyer to let Sebastopol neighbors and residents know about Verizon's application.
It's possible they are asking to install towers in other places in town, but it's not clear from reading their application.
March 13 Planning meeting has been POSTPONED

Re: Cell towers in Sebastopol ALERT McFarlane and Hutchins/S.Gravenstein
Please note the March 13, 7pm public hearing on Verizon's cell towers application in Sebastopol has been postponed.
Sebastopol's Planning Director Kenyon Webster writes: "Several issues have arisen regarding the application, and this item will not be heard at the Planning Commission meeting on March 13; we do not have a date for a rescheduled hearing but will issue a notice when that is known"
He also wrote: "On March 20, the City Council is expected to have a resolution on their agenda to initiate the process to update the Telecommunications Ordinance."
That makes at least 3 cities in Sonoma County who are postponing cell tower applications!

Verizon cell tower halted
By E.I. Hillin, Staff Writer, [email protected]
Application may be withdrawn
An application from Verizon that would enable the installation of two “small cell towers” in Sebastopol has been temporarily frozen.
Verizon submitted the microcell tower application to the City of Sebastopol on Feb. 6 and later a revised application for one of the locations on March 6.
City council members heard a series of public comments about the possible health effects of the “small cell towers” at a May 2 meeting, with opponents urging the city council to declare a moratorium on telecommunications applications until further research was completed.
During its regular meeting on March 20, city council moved to initiate an updated telecommunications ordinance, the last ordinance telecommunications update was in 1996.
City Attorney Larry McLaughlin said Verizon suspended city processing of its application, while the company decided whether it might withdraw the application.

Re: Cell towers in Sebastopol ALERT McFarlane and Hutchins/S.Gravenstein
This title and article is misleading and confusing! The "small cell" towers application has not been halted in Sebastopol. The City and Verizon have a" tolling agreement" which gives the city till 7/31 to accept or deny the application. It will likely be on the planning commission agenda on July 10.
See attached tolling agreement. Sandi

When is the next meeting? June 9th? At city council? No protests at Verizon? I'm going to Occupy on Monday evening to network and get ideas.

Re: Cell towers in Sebastopol ALERT McFarlane and Hutchins/S.Gravenstein
I believe the next planning commission meeting is May 22. The planning director said he thought the issue would be on the agenda July 10. Thanks.

Re: Cell towers in Sebastopol ALERT McFarlane and Hutchins/S.Gravenstein
... and another view of the effects of EMF from the World Health Organization (see page 2), quoted in part here:
https://www.waccobb.net/forums/wacco...5_10-26-04.png
"Conclusions from scientific researchIn the area of biological effects and medical applications of non-ionizing radiation approximately 25,000 articles have been published over the past 30 years. Despite the feeling of some people that more research needs to be done, scientific knowledge in this area is now more extensive than for most chemicals. Based on a recent in-depth review of the scientific literature, the WHO concluded that current evidence does not confirm the existence of any health consequences from exposure to low level electromagnetic fields. However, some gaps in knowledge about biological effects exist and need further research.
Effects on general health
Some members of the public have attributed a diffuse collection of symptoms to low levels of exposure to electromagnetic fields at home. Reported symptoms include headaches, anxiety, suicide and depression, nausea, fatigue and loss of libido. To date, scientific evidence does not support a link between these symptoms and exposure to electromagnetic fields. At least some of these health problems may be caused by noise or other factors in the environment, or by anxiety related to the presence of new technologies.

See this pdf from the World Health Organization, where they classify radio-frequencies as a 2b carcinogen https://www.iarc.fr/en/media-centre/pr/2011/pdfs/pr208_E.pdf

Re: Cell towers in Sebastopol ALERT McFarlane and Hutchins/S.Gravenstein
The Verizon application needs to be on the Planning Commission agenda at least 30 days before the tolling agreement expires, which would be optimally before mid-June.
Sebastopol's Telecommunications Ordinance calls for an independent radio frequency (RF) consultant selected by the city and paid for by Verizon to review the accuracy of Verizon's coverage map which they will provide at the public hearing.
It would take more than two weeks from the planning staff's proposed July 10th Planning Commission hearing hearing date to:
1. obtain an agreement from Verizon to pay for the RF consultant;
2. select and execute a contract with the RF consultant;
3. time for the RF consultant to conduct an independent cellphone coverage assessment of the two proposed cellphone tower sites.
Since these actions would much take longer than the time between the proposed July 10 scheduled Planning Commission public hearing date and the end of the tolling agreement, the Verizon application would according to federal regulations be approved by fiat - without any decision from the community. This is why it is essential that Verizon's cellphone tower application be scheduled as soon as possible.

The referenced paper relates to the danger of radio frequency EMF from CELL PHONEs. Not antennas.
To quote from your citation, "The WHO/International Agency for Research on Cancer (IARC) hasclassified radiofrequency electromagnetic fields as possibly carcinogenic to humans (Group 2B),based on an increased risk for glioma, a malignant type of brain cancer1, associated withwireless phone use."

The Public Hearing date for these towers is now Tuesday JUNE 12 at 7pm at they Youth Annex 425 Morris Street!
Don't let this happen in Sebastopol!

Verizon has withdrawn their application for “small cell” towers in Sebastopol!
They gave no specific reason. The hearing on June 12 is cancelled.
Thanks to many people, including Alan, Paul, Paul, Linda, Margy, Chloe, and many others. One young teen, who lived near a proposed site circulated a petition and gathered 150 signatures against the towers. Thanks to all who sent letters opposing the application.
In gratitude and celebration,
Sandi

Re: Cell towers in Sebastopol ALERT McFarlane and Hutchins/S.Gravenstein
Yea! Given all the bad news we hear these days--in Sebastopol, Sonoma County, California, the U.S., and the world--it is great to get some good news. My appreciations to Sandi and all who have worked so hard on this matter. As someone who relies mainly on my old land line, and only has an old flip phone for emergencies and back-up, I think we could do well with more face-to-face communication and less high-tech gadgets, which need these towers.
