why did the work on the bridge on Hwy 12 stop two months ago? Clearly those workers were not deployed to fix potholes, so what are they doing?

From Caltrans: "The project is currently in winter suspension. Work will resume in May or June of 2016. " It was suspended due to bad weather in December.
