In case you missed it, this is a video clip re: the IRS scandal, taken from the May 16 edition of The Last Word with Lawrence O'Donnell.

O'Donnell's point: In 1954, Congress passed Section 501(c)(4) of the IRS Code to exempt social welfare groups from paying taxes, defining social welfare groups as “civic leagues or organizations not organized for profit but operated exclusively for the promotion of social welfare.” Here's the scandal: since 1959, the IRS has been reading “exclusively” as “primarily.” O'Donnell's brief but thorough coverage of this issue certainly clarified it for me.
