This piece in yesterday's (12/17/12) New York Times talks about WalMart's
use of bribery and corrupt practices to open stores in Mexico, without regard to zoning ordinances or the permitting process, or normal government procedures. When Walmart decided it wanted to build a store (in time for Xmas) at the already congested entrance to the archeologically sensitive city of Teotihuacan, within a mile of the sacred Pyramids, it simply began construction without public hearings or permits, and with disregard to public sentiment against the project. Just like CVS's bulldozing it's way into it's inappropriate new location in Sebastopol, regardless of the negative impact on the town.
