The other six days and nights of the week, the space could be used for other activities and events.
In the center of town, such as a city-owned parking lot, the Farmers Market building and any buildings to follow wouldn’t need extreme and costly waterproofing measures or screws to prevent them from floating away. The central location would also be an easy walk for many Sebastopol residents; during a flood, the non-flood zone destination would be a big consideration for both shoppers and farmers.
Then, after a traffic study. After a study showing that the City of Sebastopol could easily support new businesses. After it was crystal clear that additional development wouldn't put us out on a financial limb, other enterprises could follow.
