Consider starting with APS aka Adult Protective Services. Call and ask if they could do a well check on your landlord if you are concerned for there safety and well being. here is the link:

If there is a properly prepared, signed, and detailed rental agreement, then adhering to the inplace agreement should cover the situation.
If your concern with the landlord deals with anything not covered in the agreement it's really not any of your business.

I disagree that it's not our business if we see any adult or child who's obviously in distress from abuse, neglect, or
failing capacities. If an adult of any age is showing decreased mental/physical capacities, the least we can do is
call APS.
Imagine that you're living next door to someone in this category, and they have lost the awareness in any of their
senses, for example....eyesight or smell. They can accidentally cause a fire, and this may cause a danger to your
home and family.
Even if you don't live close by, this person may be a danger to themselves and others. If you saw a helpless child,
would you also say "it's none of your business"? Elders who loose their ability to think clearly become as children,
and I would hope that people in their community would at least make the phone call to APS.
We call the Humane Society for animals. Wouldn't we do the same for humans? What if this person were your parent,
and you lived far away, and didn't know what was going on, wouldn't you hope that someone would not just walk on by,
with the attitude that "It's not my business"?
