Regarding smart meters and calling 1 877 743 7378 to opt out go ahead and call it but:
In May, my friend in San Anselmo was supposed to be on an opt out list with PGE and it did not work...smart meter man showed up at her house anyway...he had no records of her call but I happened to be house-sitting for her and stopped him.
Unfortunately, he was able to get one installed at my landlords other property because I thought he was the gardener at first and didn't stop him as soon as he came onto the property. They don't wear PGE uniforms and they just drive white vehicles with another company's name on it (the company PGE contracted out)..nothing says PGE on it so you would not know.
He told me the ONLY way to decline a smart meter is to happen to be there in person when he comes by and verbally opt out with him OR post one of the signs/stickers/hangtags saying "no smart meter" on your meters (don't cover anything they need to read). I highly recommend getting these. Several websites are selling them now - just google "no smart meter stickers" and many come up. The ones I bought took 10 days to arrive. In the meantime you can make a sign and put it in a plastic bag attached to your meters, because they could come any day.

You'll want enough "no smart meter" stickers/hangtags for your electric meter, gas meter, and water meter AND to give to your neighbors to cover a pretty large radius of buildings asthe electro-magnetic smog created by Smart Meters blankets a wide area because the meters send signals to each other as well.
