Need advice on deck fiasco

I hired a guy for way too cheap to power wash and then seal my deck. He left a lot of patchy dirt--it looks like--and then used a dark sealant, I imagine in an attempt to cover the crap he left on the wood. So now I have a deck that does repel water nicely but looks really awful.

What can I do, short of paint remover, to get that sealant off so I can just scrub the heck out of the wood and start over with a new sealant?
