In California, the "Move-over" law became permanent on January 1, 2010. Move Over America | Protect Law Enforcement Officers (https://www.moveoveramerica.com/) and also includes CalTrain Trucks. If an emergency vehicle with flashing lights is pulled over to the side of the road, you have to change to the next lane if possible (away from the stopped vehicle) and slow down.
