I am looking for someone who can give me some information as to how I can talk to a real live GOOGLE TECH? I am pretty sure my long time Google number has been taken over and then, insult on insult, confiscated my NEW NUMBER...
And there are other matters to do with Google that I could definitely use help with. Sorry, but I am totally unable to pay for this info so it has to be given GRATIS...

You can't talk to a google tech about gmail, they don't offer it. They deal with literally millions of accounts, so if there's even a hint of a problem like spam or trojan or spyware or anything else, they just delete the account. That may be what happened to your second account.
All you can do is start over, making sure you always back up anything important and be very protective of your email address, your real name and any other identifying info on the web. You wouldn't put your name and phone number on a sign and display it to strangers driving down the road...

I doubt you will ever speak to a Google rep. The only way to communicate with them is to try to navigate their ridiculous instructions for contacting them through email. Google Voice is going through big changes right now. "Once Google updates all its Grand Central accounts, I am almost certain that they will either do an early-Gmail-like invitation scheme, or just open it up to everybody."
Of course, there is no such thing as free. Google will use your information for it's own purposes (read the fine print) and will no doubt make a buck off your information. I gave up on Google Voice and bought a Skype number, just $18 for 3 months, $60 for 6 months. Yes, it costs $ to use Skype's service, but I've had STELLAR service, I can forward my number to my cell phone and with my calling plan I am able to call internationally for CHEAP. I actually have three Skype numbers because I do business in different parts of the U.S. I even have an international Skype number. All of them forward to my cell phone. Best part is, Skype to Skype (computer to computer) is free. Check their website for details. Yahoo also offers this type of service.
If you insist on using Google Voice, search the web for information...just type "get a google voice account" into your browser bar and you'll find TONS of info like this:

Hi Helen:
When you have an email or voice mail account on any server - Google or its competitors - be sure you have a really secure password. If your password is "weak" it can be easily hacked by the robots and hackers out there, then your account is simply taken over by the bad guys. If Google notices the bad guys are there, they'll just delete it, like Clancy mentioned.
A strong password needs to have some numbers and punctuation symbols in it, be a mix of UPPER CASE and lower case letters, and NOT be a word in any dictionary, or the name of a child, friend, or pet. In other words, really hard to guess (or remember!).
