The link I provided is to a government website. I never had any problem with the website. A number of people had viewed the post before you (judging from the view count) and no one else mentioned anything. One can always do a search for HR 1388 amendment 49. It might be hard to find on the "correct" link you provided.

On this web page (https://www.opencongress.org/bill/111-h1388/text?version=pcs&nid=t0:pcs:719) I found something like what d-cat wrote about.
Then I searched the PDF document that I noted in my previous post, and discovered on page 277 that HR 1388. Section 125 is “repealed”.
So at this point, I'm not so sure about what the fuss is all about.
I am most definitely not the lawyer type. Spelling and paperwork are my worst subjects. But I'm pretty good at finding things. This is what I “found” about it, but I'm not sure exactly what it all means, because I'm “not a lawyer type”.
Anyway, I copied the page (number 277 from the government PDF file) and bold and underlined where it is pertinent. So if you want to download the page yourself; you can go to the link I put in my last post on this topic in this thread and see for yourself.

Okay I finally found it. But I think, some people may be reading into it something that isn't really there. Specifically; I am referring to the wording:
It does not say that an individual cannot do any of those things as an individual. It just says that “an approved national service position under this subtitle “may not be used”…

There is a big difference between using a position within an institution and one's own individual civil rights. I think the way it is worded that it is more of a clarification stating that the position itself is not to be used to influence those things; therefore as far as I can tell it's not denying an individual their civil constitutional rights. <o:p></o:p>:2cents:


... “INELIGIBLE ORGANIZATIONS.
``(a) Prohibited Activities.--An approved national service position <o:p></o:p>
under this subtitle may not be used for the following activities…
(1) <<note: lobbying.="">> Attempting to influence
legislation.

services, providing instruction as part of a program that

constructing or operating facilities devoted to religious
instruction or worship, maintaining facilities primarily or

engaging in any form of proselytization, consistent with section
132.
``(8) Consistent with section 132, providing a direct
benefit to any--
``(A) business organized for profit;
``(B) labor union;
``(C) partisan political organization;
``(D) nonprofit organization that fails to comply
with the restrictions contained in section 501(c) of the
Internal Revenue Code of 1986, except that nothing in
this paragraph shall be construed to prevent
participants from engaging in advocacy activities
undertaken at their own initiative; and
``(E) organization engaged in the religious
activities described in paragraph (7), unless the
position is not used to support those religious
activities.
``(9) <<note: abortion.="">> Providing abortion services or
referrals for receipt of such services.
``(10) Conducting a voter registration drive or using
Corporation funds to conduct a voter registration drive.
``(11) Carrying out such other activities as the Corporation
may prohibit.”
``(b) Ineligibility.--No assistance provided under this subtitle may
be provided to any organization that has violated a Federal criminal
statute.

I agree that if those people petitioned and then they got sued (and or ruled against by a judge) for petitioning their grievances that is at best ridiculous and probably unconstitutional, but what in the world does it have to do with HR 1388??:hmmm: Did the judge site, HR 1388 in his ruling? I did not see any evidence in any text or in the video, saying that HR 1388 had any bearing on that case whatsoever. I am not saying that it didn't. I'm just saying that I have not found any evidence, saying that it did.

By the way I would not be so sure that (d-cat’s referenced) was an actual legitimate government web site. Considering what my firewalls said about it, I have my doubts.:2cents:

So anyway that clarifies one thing for me. It clarifies that, there is a judge that did fine 40 people $2,000 each for petitioning to have 4 council members removed from their positions because of a secret meeting the council had that they were not supposed to have (secret.).
But there is still one thing that is very unclear. It is unclear (to say the least) that the judge's so-called ruling has anything whatsoever to do with HR 1388.
