The best would be if all of those who are to live in the "suburbia", or anywhere else, for the matter, would get together and created a commonly held vision of what they would like to see in their commonly shared space.

Using modeling they could unify their individual wishes for a commonly shared reality, and once this unification of their visions starts happening, they could start devising ways how to get their commonly held vision realized.
