Did you know the animal control does NOT have to send you a bill but you are responsible for paying it anyway or you will be fined?

What kind of a County extortion is this?

How would anyone who is a new dog owner or new to the area even know about that. I certainly assumed I would be billed regularly like my taxes and everything else. I had in the past.

However, while trying to settle another extortion, being fined for not being told that they lost my payment! and then having them change my billing date, not tell me, and then fine me for not paying it! i was told that animal control is not even required to give you a bill, you are responsible for sending in your yearly dog payment.

this agency is already the most corrupt, inept, non friendly, abusive government agency i have ever encountered and i believe it has surpassed the IRS.

In one year I corrected information 4 times - they could not get my records straight and now sent the fine to collections even though i paid them.

I also discovered that they can change your billing date (how could you know this) without telling you. They even raised the price without sending any notice and then said i owed more money.

This has got to be illegal. Are there any legal people out there who would like to take this on?

The worse thing is this is such an awful agency. They are in the business of killing animals and raising money with blackmail and extortion.

I have dozens of personal stories from both myself and others from 20 years of animal welfare, rescue and education work in this county.

Amazingly, while they were telling me they didnt know where i lived, (though they had been to my house) what kind of dog i have, which ones were alive and which were dead, and losing my rabies records, they were completely unwilling to help me with my neighbors aggressive never stop barking chihuahua and endlessly screaming exotic birds.

I know I am not the only one with these experiences. Maybe a group letter to a legal representative is in order? an investigation?

I am not interested in a debate, but would love to see a class action suit.

If animal control can do this who is next? Will the water department or roads start fining you for not paying a bill you didnt get, or the phone company change the due date with no notice... wait, someone already does this:
Chase Bank! They like to wait until the day after it is due to cash a check so they can bill a late fee.

You may think this does not effect you, or maybe even that is is alright: But remember, most big issues that effect almost everyone, start with something quiet and unnoticed and unchallenged. and look where we are now.

Wildfire I have to say that usually I dont get involved in disputes, but when I saw your response to the original email I have to say that it felt pretty gratuitous and has no bearing on the original message.

What was your intent?

Hi All.
Lisa, I know your complaint focusses on billing practices but I'd like to add the following:

Sonoma County Animal Control was subjected to an extensive investigation in 2005-2006 with a final report in June 2006.* They were investigated because of the myriad complaints piled up over many years most of which was about their incompetence, disregard for the welfare of the animals in their charge, and plain rudeness to the public. (Ex: Uncaring incompetence: I think it was the year before the investigation that a story appeared in the PD reporting that they had mistakenly euthanized a licensed rottweiler because it had the same name as the german shepherd that had been scheduled for death. The owners never had a chance to pick up their dog.)

Anyway, that was just one of many, many horror stories. Supposedly, a lot has been done to improve the care of animals who are picked up or turned in. There are more animals now because the county pound now covers Santa Rosa as well. Apparently, given Lisa's complaint, incompetance continues, at least on the administration level.

Anyone concerned with the whole question of animal regulation should read "Redemption:The Myth of Pet Overpopulation and the No Kill Revolution in America" by Nathan J. Winograd, 2007, Almaden Books.
