Better Homeless Gardens to Rescue!
The current "financial crisis" had not been generally anticipated by the experts and therefore it is not impossible that even worse could happen unannounced--a day may come when even a lot of money will not buy anything and people will be left without the basic necessities for life--especially without food. It would be wise to start contemplating some counter-measures for such days that might never come, but--who knows?
I would like to propose that non-profit, self-supporting, time tested "homeless gardens"(1) become a permanent feature of every community to serve a several functions at once:
* to provide an employment and a training to homeless and low income citizens, and to provide camping sites for homeless gardeners,
* to offer locally organically grown produce to local population,
and
* in times of emergency the homeless gardens would be there ready to help to convert any available land to "Victory Gardens" that would provide food for local residents.
Thank you, Hearthstone.

N.B.: The Homeless Garden Project, Santa Cruz is subsidized and doesn't, to my knowledge, provide camping opporunities to the homeless gardeners.
This in contrast to the proposal above. H.S.
