Massachusetts will invest in renewable energy, require utility companies to obtain energy from sources other than fossil fuels, and provide grants to help cities and towns improve energy efficiency under a measure signed into law by Gov. Deval Patrick. The law, the Green Communities Act of 2007, passed the legislature unanimously. It requires that electric companies lease solar panels to consumers, much as a cable company provides a cable box. The state, in turn, will compensate companies that invest in solar power. It also requires utility companies in Massachusetts, which deregulated utilities years ago, to enter into long-term contracts with clean-energy companies.
