I've seen a couple hardware solutions for this, like:

You can do it with the line input on the PC, and the line output from a tape deck. You just need a cable (Radio Shack) to plug the two together, and some recording software (Windows includes "recorder", which may work). As for quality and line levels, you might have to tinker a bit.

I have recorded from a tape player and a phonograph into my computer, I have recording software that will record mp3, or other formats, from any audio that you can hear from the computer . From the tape player etc. the signal has to go into a amplifier, then into the input of the sound card in the computer, then with the software I can cut the sound into tracks or cut out parts and clean up the sound.
I hope this helps, I'm not sure if you are asking for someone to do the recording for you, or someone to help you set it up on your computer.

I have done this too, from a phonograph that is. The process is real time, hence slow, and it's tedious to identify the different tracks, esp. when to source is scratchy or wen a track has silent parts.

What tapes are you trying to put into mp3? Perhaps your source material is already online and downloadable. Or perhaps someone has a CD you could borrow. You'll most likely have better quality if you start with a digital source and you'll save time and headaches.
