An alternative to the disputed city-wide wifi might be, perhaps, "Broadband over Power Lines" that would use already existent ubiquitous power lines, thus not adding to the already plentiful electromagnetic emissions.

That's not going to help someone sitting in the town square or in their car or on the school grounds or on the bike trail. Wi-fi can reach all those folks. Even a homeless person could use it.

Wi-fi won't add significantly to the "already plentiful electromagnetic emissions." That's the point. Wi-fi runs on extremely low power. The equipment involved is extremely sensitive.

That's why it's such a great deal.

BPL has been a great regulatory boon to cable and telco operators that want to convince Public Utility Commissions and the FCC that there's meaningful competition in the broadband market, but there hasn't been a lot of indication that it's actually practical. For several years this has been the great vaporware of the broadband industry.
