Glasses cut from wine bottles?

Does anyone know how to cut a 'drinking glass' from a wine bottle? I saw someone do this but it was about thirty years ago and I can't remember the details. The basic idea is to cut around the bottle with a special instrument and then tap the bottle to get your freshly cut drinking glass. I recall emery cloth being used to sand down the sharp edges of the glass.
