The Planning and Conservation League (PCL) and the Environmental Justice Coalition for Water (EJCW) are sponsors of one of this year's most important pieces of legislation - Assembly Bill 2153 by Assembly Member Krekorian (D-Burbank), known as "The Water Efficiency and Security Act".

Assembly Member Krekorian's AB 2153 provides a sustainable and cost-effective way for California to accommodate new growth while maintaining water for the environment and without increasing demand on existing water supplies.

Unfortunately, AB 2153 faces significant opposition from development interests and needs your help to pass its first hearing on Monday (April 7th), in the Assembly Natural Resources Committee.**

THE PROBLEM

California's critical water resources are threatened by the ongoing crises in the Bay Delta, the extended drought on the Colorado River and continued contamination of groundwater basins in the state.

The expected impacts of climate change will further exacerbate our current water challenges.

Yet, while dealing with these water challenges, California must also secure water supplies to accommodate millions more residents in the coming decades.

Governor Schwarzenegger recently recognized these challenges; calling for a 20% reduction in per capita water use in California by 2020 and requesting legislation to implement this goal.* *

THE SOLUTION

AB 2153 ensures that California protects water resources for the environment and existing residents while accommodating new growth.

This innovative bill directs the California Energy Commission to adopt regulations requiring new developments to:

(A) Fully implement feasible water efficiency measures
New buildings should be "water-smart"

(B) Fully mitigate additional water demand of the development in order to secure the water supply reliability of existing residents.*
Mitigation for the impact on water reliability may include implementing water efficiency in existing buildings (with a special focus on disadvantaged communities) as well as projects to develop new water supplies that are cost effective, energy efficient, and effective even with climate change.
