The revised draft City of Sebastopol Northeast Area Specific Plan and its Final Environmental Impact Report have been posted on the City web site at https://www.ci.sebastopol.ca.us/planning.shtml#northeast These are large documents that may take considerable time to load on some computers. Copies are also available for review at the Sebastopol library, and for purchase at the Planning Department. The revised draft is the result of public comments and policy direction from the City Council, Planning Commission, and Design Review Board.
The Sebastopol Planning Commission will conduct a Public Hearing on the documents on Tuesday, March 11, 7 pm at the Sebastopol Community Center. The Commission consists of seven citizens appointed by the City Council, who serve without pay as a public service to the community. The Commission welcomes comments on the EIR and Plan. The March 11 meeting is expected to consist of a presentation by the City's consultants, initial questions of the consultants and City staff by Commissioners, and the Public Hearing on the EIR and proposed Plan.
The Commission has requested that any written comments be submitted to the Planning Department at 714 Johnson Street by the morning of March 6 if possible so that they can be included in the packet for the meeting and Commissioners have time to review such comments; or if submitted at the meeting, be provided to staff for distribution to the Commissioners at the start of the meeting rather than during speaker comments. Speakers are expected to be limited to 3 minutes each in order to hear from as many people at a reasonable hour as possible.
Once the Commission concludes the public hearing, the public comment component will be closed, and Commission discussion and deliberations will commence. The Planning Commission and the City Council are the legal entitities responsible for action on the the EIR and Plan. The Commission will formulate its recommendations to the City Council. It is anticipated that the Commission will have the EIR and Plan on its agenda for deliberations on March 25.
When the Planning Commission completes its action on the EIR and Plan, a public hearing before the City Council will be scheduled.
