Is the image visible in the window or in the video of the window as the KTVU title seems to imply? If in the video of the window, the best guess is that the image is the result of internal reflections in the camera lens.

It looks like a light reflected off the windshield of a parked car that starts up and moves away. The reflection probably landed on the window the camera watches through.
It did look pretty cool though.
