Dear animal lover,


Some time ago you signed up to volunteer to help homeless pets on 1-800-Save-A-Pet.com, and I thought you might want to know that a precedent setting law is being considered this week in California to finally help stop half a million dogs and cats from being killed in California shelters each year. It would require that pet owners spay or neuter their pets (or pay for an "in tact" license if their pet qualifies, and these funds will be used to fund spay and neuter).


If you agree that this is important, please take just one moment during business hours this week to call your California state assembly member and say you are in favor of AB 1634. It is called the California Healthy Pets Act and it is to save pets' lives, help end pet overpopulation, and save taxpayers millions of dollars spent endlessly housing and then killing homeless pets.

While AB 1634 seems like a good idea on the surface it in reality will make euthanasia rates INCREASE in shelters. Please read the facts at https://www.saveourdogs.net/population.html

AB 1634, as currently written, mandates sterilization of all kittens and puppies over 4 months of age. Such early intervention into young animals has been shown to cause health problems with bone stucture as they mature. There are no exemptions for working dogs, including assistance, service, police, and livestock herding and guardian dogs.

Such legislation may make sense in Los Angeles, but not in rural counties where working dogs are an integral part of many livestock operations. One size does not fit all.

Many veterinarians oppose the bill as written. The board of the state association decided to support it without polling its membership.

Responsible breeders of working dogs and people who need the work these wonderful animals do are the ones who will be penalized. This bill will result in more animals being imported from out of state and even out of the country "puppy mills".

It sounds well-intentioned, but as written, is misguided and destructive. Finally, be clear about who initiated it: so-called "animal rights advocates" whose ultimate agenda is that no one could have a cat or dog for any purpose. They want an animals ABSENT society and this kind of heavy-handed legislation is the first step.

‘Intact permits’ are available for the following:
1. licensed breeders
2. owners of ‘valid breeds’ registered with an approved registry that qualify under
any of the following conditions:
(a) shows or competes in a legitimate show or sporting competition, or is being trained to do so (if too young to do so currently);
(b) dog or cat has earned or is working/training for a title in conformation,
obedience, carting, protection, agility, rally, herding, sporting or other title
3. dog is trained or being trained as service, guide or signal dog
4. dog is trained or being trained for law enforcement or rescue work
5. dog or cat is determined by veterinarian to be too old or sick for spay/neuter

I wonder how many of these dogs are being trained for these activities before they are four months of age?
