LAFCO voted unanimously today to let the River Folk detach.
Looks like SWMC will have to look somewhere else for cash.

The Board of LAFCO, after a public hearing, conducted a “straw” vote of the Commission and voted 7-0 IN FAVOR of DETACHMENT from the PALM DRIVE HEALTH CARE DISTRICT. This has been a long journey started nearly five years ago.

It’s not quite finished. The Commission meets next month for final vote and to sign the Resolution and ratify its decision. We can be sure the District will try to come up with compelling argument to dispute the decision of LAFCO. The members of the commission all gave very thoughtful consideration to this decision and many who had not favored detachment in the past changed their decision, particularly in light of the manner in which the district has failed in financial accountability and transparency as revealed in the Municipal Services Review. There are some processes wherein the District can proceed by filing a counter-petition (subject to signatures

I'm guessing this has something to do with the hospital...
but poor choice of title, unexplained acronyms, and lack of sourcing has me rather confused.

LAFCO is the Local Agency Formation Commission that created the Palm Drive health Care District back in '99.
A few months ago, the River area parts of the district filed a petition with LAFCO to be removed from the district because they do not believe it serves the River area sufficiently to justify the 45 percent of the tax base they are paying. LAFCO apparently agrees, so the district will lose almost half of its tax base. The petitioners are still on the hook with everyone else to pay off existing debt (which should take at least a decade, if not more).
