Persons following the development of the Northeast Area Specific Plan may be interested in attending a public scoping meeting for the environmental impact report (EIR) for the Northeast Area Specific Plan. The City of Sebastopol is the Lead Agency for preparation of the EIR. The purpose of the scoping meeting is to provide an opportunity for comments from members of the public, organizations, or public agencies regarding environmental issues that may be of concern and may be appropriate for study in the EIR. <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p>

Project Description: The City of <st1:City w:st="on"><st1:place w:st="on">Sebastopol</st1:place></st1:City> is preparing a Specific Plan for the City’s 54-acre northeast area, which is intended to guide the area’s development and conservation. The area includes parcels east of <st1:Street w:st="on"><st1:address w:st="on">Petaluma Avenue, south</st1:address></st1:Street> of <st1:Street w:st="on"><st1:address w:st="on">Laguna Park Way</st1:address></st1:Street>, adjoining <st1:Street w:st="on"><st1:address w:st="on">Morris Street</st1:address></st1:Street>, and adjoining <st1:Street w:st="on"><st1:address w:st="on">Sebastopol Avenue</st1:address></st1:Street>. Both <st1:Street w:st="on"><st1:address w:st="on">Sebastopol Avenue</st1:address></st1:Street> and <st1:Street w:st="on"><st1:address w:st="on">Petaluma Avenue</st1:address></st1:Street> are State highways (Routes 12 and 116 respectively). The purpose of the Plan is to articulate a vision for a varied pedestrian-oriented environment that offers housing options, economic opportunities and civic functions, while supporting <st1:place w:st="on">Sebastopol</st1:place>’s character and quality of life. It is anticipated that the Plan will provide for a mix of new residential, retail, office and civic uses in buildings of two to four stories, as well as allowing the retention of various existing uses and buildings. The draft Plan is also expected to plan for the extension of <st1:Street w:st="on"><st1:address w:st="on">McKinley Avenue</st1:address></st1:Street> to <st1:Street w:st="on"><st1:address w:st="on">Morris Street</st1:address></st1:Street>, and the creation of new north-south streets, with at least one new street extending from <st1:Street w:st="on"><st1:address w:st="on">Sebastopol Avenue</st1:address></st1:Street> to <st1:Street w:st="on"><st1:address w:st="on">Laguna Park Way</st1:address></st1:Street>. In addition, the draft Plan is expected to propose eventual extension of <st1:Street w:st="on"><st1:address w:st="on">Abbott Avenue</st1:address></st1:Street> to connect to <st1:Street w:st="on"><st1:address w:st="on">Sebastopol Avenue</st1:address></st1:Street>. The Plan will include design guidance, establish floodplain requirements, provide biological resources information, and set forth infrastructure and implementation strategies. Objectives include enhancement of and integration with the existing downtown and the adjacent Laguna de <st1:City w:st="on"><st1:place w:st="on">Santa Rosa</st1:place></st1:City>; provision of a pedestrian-oriented design; broadening of the local economy, and establishment of improved circulation and streetscapes. Implementation of the Plan is expected to occur incrementally over 10 to 15 years or more. The EIR will provide an assessment of the draft Specific Plan. Key environmental issues include but are not limited to: circulation; floodplain, water quality and hydrology issues; infrastructure and public services; aesthetics; population and housing; land use and planning; biotic and wetland resources; and air quality and noise. <o:p></o:p>

The City’s consultant, DC&E, is preparing the draft Specific Plan, which is expected to be released for review in early 2007.<o:p></o:p>
