why did the work on the bridge on Hwy 12 stop two months ago? Clearly those workers were not deployed to fix potholes, so what are they doing?

From Caltrans (https://www.dot.ca.gov/dist4/12santarosabridge/index.html): "The project is currently in winter suspension. Work will resume in May or June of 2016. " It was suspended due to bad weather in December.

Work around state and federally protected waterways, including the Laguna, is prohibited by state and federal law between Oct. 15 to May 14 each year to protect threatened and endangered species and habitat.
