Vet with experience with Recessed vulva surgey for dog?

I have a 10 year-old lab with a history of recurrent UTis and I think it's time for surgery to correct it. Her vet doesn't have experience with it. Does anyone know of a vet who has a lot of experience with this? Or have had the procedure done won your dog?
