Simply put:

Here’s how (the) "they" manufacture an anti-government “crisis” (so-called):

1- Cut funding for a government service and put people who want to kill the service in charge of managing the service,
2- Declare a “crisis” and say that (the) 'government' doesn’t work therefore (a so-called) “reform” is needed.

Then the "fix" is in:
The so-called “reforms” involve, 1- gutting the service, 2- privatizing it, 3- then corporatize it; in essence take it for "themselves".
This is what the 1/10 of 1% (internationally) are doing... ...a coup d'état (https://www.merriam-webster.com/dictionary/coup%20d%27%C3%A9tat) on America.

Of course, it is even far worse than just that in America because (as history proves) the tax payers have to pay for the costs incurred so that the corporate interests who take over the 'service' can make a profit; otherwise that service will either be diminished so severely as to render it utterly useless for anyone who happens to be unfortunate enough to need or attempt to use it.

The emphasis on 'corporate profits' is most often a causative to a formerly functional 'public' service's eminent demise... ...so-called; (Social Security being one example of being in a so called state of eminent demise even though it is fungible (https://www.thefreedictionary.com/fungible)for at least another 20 - 30 years, and the Postal Service (https://thehill.com/opinion/op-ed/204597-save-our-post-offices-from-service-cuts) as the current prime example).
...Do I hear a future cry for another corporate BAIL-OUT of yet another too big to _______ (?!!)...

Locking-In Privatization and Deregulation

The TPP, TTIP and TISA agreements could transform public services by allowing multinational corporations into these services and limiting how governments can regulate the services they provide.

It’s not surprising that these trade negotiations have been held in secret. What we do know is devastating:


All Public Services Would Be Subject to Trade Rules. Generally, current trade agreements exclude nearly all public services. Under these trade deals, transportation, water treatment, education, health care, corrections and other public services would be affected.
Regulated Protections and Standards Will Be Undermined. The agreements would restrict the ability of governments to establish new regulations, such as worker safety, consumer protections, or licensing requirements. Negotiators claim these kinds of public safety regulations limit competition and are a “barrier to entry” by foreign for-profit corporations.
Privatization will be Expanded and Locked In. TISA would bar governments from converting existing private services to publicly based, and would prevent governments from shifting privatized workers back to the public sector, even if it’s shown that the privatization effort was a failure.
Off-Shoring the Public Sector. The “trade in cross border services”section of trade agreements forbids governments from requiring that a foreign firm set up a domestic operation to provide services. This would allow corporations in other countries to supply services to the U.S. without actually employing any U.S. workers.
